Control

Risk & Compliance

Known risks, rated and managed. Confirm with official portals and supplier quotes before launch.

SFDA — CosmeticsHigh

Beauty & fragrance need eCosma notification + Certificate of Conformity per shipment + Arabic labeling + a licensed importer. Manageable — and becomes a moat once done.

SABER / SASO — ElectricalMedium

Hair tools & phone accessories need PCoC + SCoC via SABER, plus the USB-C charging-port mandate (since Jan 2025). Handled at the supplier level.

Customs & VATMedium

15% VAT on imports; ~5% GCC duty; a ~SAR 1,000 personal-shipment exemption may apply (verify). Favors a Saudi 3PL / marketplace model.

Shipping & ReturnsControlled

Liquid fragrance = dangerous goods → use solid attars/mists. Accessories, skincare & digital carry low return risk. 3PL: Aramex / DHL.

Compliance

Saudi Influencer Compliance

Saudi Arabia runs one of the most structured influencer-marketing frameworks in the GCC. Working only with licensed creators is a trust advantage for Bridge 5. Figures below need verification with official portals before launch.

Mawthooq License (GAMR)needs verification

Any creator earning money, gifts, or free products from promotional content reportedly needs a Mawthooq license from GAMR (~SAR 15,000 for ~3 years; age 18+, clean record, commercial registration). Rule: work only with Mawthooq-licensed influencers.

Clear Ad DisclosureRequired

Every paid or gifted post must clearly disclose the commercial relationship — e.g. #Ad / #إعلان / #تعاون — prominently and unmistakably. Build disclosure language into every influencer brief and contract.

SFDA — Cosmetics Promotionneeds verification

Beauty/cosmetics promotions are reportedly tied to SFDA notification (GHAD system) with advance notice before publishing, plus a brand–influencer contract. Prioritize pre-notified products and non-liquid fragrance to reduce friction.

Written Contracts & StandardsBest practice

Use written brand–creator agreements. Content must respect Saudi cultural and religious values, avoid prohibited products, and make no exaggerated health/beauty claims. This protects brand trust and long-term scalability.

Partner note: please confirm current Mawthooq cost/term, the SFDA/GHAD pre-notification window, and which of your influencer contacts already hold a Mawthooq license.

Phase 7

Influencer Strategy

Main type

Female beauty & lifestyle micro-influencers (10–100k) in Riyadh, Jeddah, and the Eastern Province.

Micro fit

Skincare-routine creators · modest-fashion stylists · hair tutorials · home-fitness creators.

Content formats

Before/after results · styling transformation · day-in-the-life trust · clean product demo.

Saudi trust angle

Native Najdi voice + local payment + fast delivery + easy returns = confidence to buy.
